Angelic Government and Organization
Jesus Is the Head of All Things

by Pastor John Hamel

“For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him: And he is before all things, and by him all things consist.” (Colossians 1:16-17)

Angels are highly organized and classified into specific groupings, and Jesus is the Head of them all.  Jesus is the Head of all things, including angelic principalities and powers. Angels have their own form of government, even as Satan has his own form of government.  Satan learned the importance of organization and government when he was an angel called Lucifer.

You may never have seen an angel but that does not mean they are not there.  They are invisible in this realm because they are made of an higher form of materiality than human flesh and blood.  They are indeed made of material substance, just an higher form of material substance than that which exists in this realm.  One day our bodies will be recreated in the image and likeness of Christ’s perfected body. These flesh and blood bodies will be perfected into that higher materiality of which Jesus’ perfected body is now made. (Philippians 3:21)

“Beloved, now are we the sons of God, and it doth not yet appear what we shall be: but we know that, when he shall appear, we shall be like him; for we shall see him as he is.” (1 John 3:2)

This is talking about the Rapture.  At the Rapture, in the twinkling of an eye, our bodies will be caught up to meet Jesus in the clouds. (1 Thessalonians 4:16)  And on the way up, our bodies will be perfected even as His has been perfected.  We will look the same as we do now even as He looks the same as He did then.  We just will not be sick and tired anymore because everything in the spirit realm is on a higher plane than everything in this present physical realm.  We will be glorified and Satan will be horrified!

Angels are always visible in their own realm but not always visible in the lower realms where we live.  However, through an operation of Discerning of Spirits they can be seen according to the will of God.  I have experienced this no less than eight times in the past thirty years.

So we see in Colossians 1:16 that Jesus is the Head of all things, including angelic thrones, dominions, principalities and powers.  This reveals that the angels of God are highly organized under the Headship of Jesus Christ.  The Bible does not say much about angelic government, but it does indeed reveal that there are different types of angels and some rank higher in authority than others.

We are going to start at the beginning in Genesis and go right on through to the Book of Revelation where we will see the different classifications and types of angels referred to in the Bible.

CHERUBIM

“So he drove out the man; and he placed at the east of the garden of Eden Cherubim, and a flaming sword which turned every way, to keep the way of the tree of life.” (Genesis 3:24)

This is the first recorded angelic sighting by a man in the Bible.

“Cherubim” means “a winged creature; a celestial being.”  Cherubim are mentioned 95 times in the Bible.  The Prophet Ezekiel referred to Cherubim nineteen times in his writings.

It seems that Cherubim have a very close association with the righteousness, majesty and holiness of God’s Throne.  There are not a lot of details concerning their ministry, but they are clearly described.  They have multiple faces, hands under their wings, multiple wings and they can handle fire without being burned.

In Exodus 37:6-9 God instructed Moses to make two golden Cherubim and to suspend them over the Mercy Seat on the Ark of the Covenant.  They hold a very special place in the economy of God.

“Thou art the anointed cherub that covereth; and I have set thee so: thou wast upon the holy mountain of God; thou hast walked up and down in the midst of the stones of fire. … By the multitude of thy merchandise they have filled the midst of thee with violence, and thou hast sinned: therefore I will cast thee as profane out of the mountain of God: and I will destroy thee, O covering cherub, from the midst of the stones of fire.” (Ezekiel 28:14, 16)

Here it is revealed that originally Satan was actually an anointed Cherub very close to the Throne of God.  His name was Lucifer and he had charge over all the angels in the Earth even before Adam was created.  Lucifer decided he wiser than God, launched a coup against the Throne of God, had the stuffing knocked out of him and now we know him as “Satan, the deceiver of the brethren.”

Lucifer convinced one-third of the angels of Heaven to rebel with him and they lost their spiritual authority as well. (Romans 12:7-9)  Many of the demons presently in the Earth are fallen Cherubim.

"And he (God) rode upon a cherub, and did fly: yea, he did fly upon the wings of the wind." (Psalm 18:10)

This verse reveals that one of God's chosen modes of transportation is Cherub flight.  It is difficult to understand exactly what this means, but if God wants to ride on a Cherub He can.  He is God.  The Bible also reveals that God travels by spirit horse and chariot, accompanied by ten thousands of angels.  He also is described by the Prophet Zechariah as riding on horseback back and forth between Heaven and Earth. For more information about how God travels see "The Power of Angels" Part One.

SERAPHIM

“In the year that king Uzziah died I saw also the Lord sitting upon a throne, high and lifted up, and his train filled the temple. Above it stood the seraphims: each one had six wings; with twain he covered his face, and with twain he covered his feet, and with twain he did fly.  And one cried unto another, and said, Holy, holy, holy, is the Lord of hosts: the whole earth is full of his glory. And the posts of the door moved at the voice of him that cried, and the house was filled with smoke. Then said I, Woe is me! for I am undone; because I am a man of unclean lips, and I dwell in the midst of a people of unclean lips: for mine eyes have seen the King, the Lord of hosts. Then flew one of the seraphims unto me, having a live coal in his hand, which he had taken with the tongs from off the altar: And he laid it upon my mouth, and said, Lo, this hath touched thy lips; and thine iniquity is taken away, and thy sin purged. ” (Isaiah 6:1-7)

The word “Seraphim” means “burning ones.”  They are a category of angels with wings and they are mentioned only here in Isaiah’s writings.  Apparently they are angels of worship and somehow have something to do with the cleansing of Believers and their preparation for Ministry.  Of course, they cannot cleanse from sin, only Jesus’ Blood can do that. (Hebrews 9:22; Revelation 1:5) But somehow they have something to do with cooperating with that process.

Could it be that my 3-day experience of being slain in the spirit was at the hand of a Seraphim who came to begin the process of preparing me for Ministry?  Could it have been Gabriel who touched Daniel when he was slain in the spirit? (Daniel 10:5-10)  Or could it have been the angel at the Pool of Bethesda who healed people at the troubling of the waters? (John 5:2-4)

One day God will set up His Throne on this Earth and the entire Earth will be filled with His Glory as millions of Seraphim minister continually before Him.  We will more fully understand this classification of angels at that time. (1 Corinthians 13:12)

LUCIFER. A FALLEN ANGEL NOW KNOWN AS SATAN

“How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations! For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north: I will ascend above the heights of the clouds; I will be like the most High. Yet thou shalt be brought down to hell, to the sides of the pit.” (Isaiah 14:12-15)

“Lucifer” means “morning star" and "light-bearer.”  His name indicates that he was once at the forefront of all angelic creation.  It is beyond human understanding how the wisest, most beautiful angel created could become the vilest creature in all of existence.  Michael, the Archangel, actually had to throw Lucifer out of Heaven.  Many consider Lucifer to be a former Archangel.  Either way, he is a fallen dignitary and he must obey you when you rebuke him in Jesus’ Strong Name.

“Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee.” (Jude 1:9)

Michael rebuked Lucifer and Lucifer obeyed him immediately.  Jesus rebuked Satan continually with His word and he obeyed Him as well. (Matthew 4:1-11)  Jesus taught us that the same will happen for us when we rebuke Satan. (Matthew 12:29; Luke 10:19-20; James 4:7)

WATCHERS AND HOLY ONES

“I saw in the visions of my head upon my bed, and, behold, a watcher and an holy one came down from heaven; He cried aloud, and said thus, Hew down the tree, and cut off his branches, shake off his leaves, and scatter his fruit: let the beasts get away from under it, and the fowls from his branches:” (Daniel 4:13-14)

Nebuchadnezzar had gotten into pride over the power and growth of his kingdom.  He forgot it was God Who gave him that power.  So God gave him a dream of warning.  Nebuchadnezzar saw a Watcher (see Guardian Angels) and a Holy One (meaning "Saint" and "Family member") come down from Heaven and cut down a giant tree.  The leaves and fruit fell from the tree and the beasts and fowls that had used it as a refuge scattered.  Nebuchadnezzar was completely confused by the dream until Daniel came and interpreted it for him.

“And whereas the king saw a watcher and an holy one coming down from heaven, and saying, Hew the tree down, and destroy it; yet leave the stump of the roots thereof in the earth, even with a band of iron and brass, in the tender grass of the field; and let it be wet with the dew of Heaven, and let his portion be with the beasts of the field, till seven times pass over him;” (Daniel 4:23)

Daniel explained to Nebuchadnezzar that the Watchers and the Holy Ones had come down from Heaven to cut down the giant tree which symbolized the king's domain. They came to judge him, to remove his kingdom from him, to drive him from amongst men and to allow him to be overtaken by insanity for seven years until he repented.

On March 13 and 15, 2008, at Dowses Beach in Osterville, Massachusetts, two angels came to reveal to us that great calamity and bitterness were coming to America.  Could it be that they were Watcher angels and Holy Ones?

THE ANGEL GABRIEL

“And it came to pass, when I, even I Daniel, had seen the vision, and sought for the meaning, then, behold, there stood before me as the appearance of a man. And I heard a man's voice between the banks of Ulai, which called, and said, Gabriel, make this man to understand the vision. So he came near where I stood: and when he came, I was afraid, and fell upon my face: but he said unto me, Understand, O son of man: for at the time of the end shall be the vision.” (Daniel 8:15-17)

“Gabriel” means “man of God” and “mighty one.”  Gabriel is never referred to as an “Archangel” in Scripture.  He has often been called one and it is probable that he is one, but right now only God knows.

Gabriel is possibly one of the most prominent of all Ruling Angels.  Obviously he is the Chief of God’s Heavenly Telecommunications Operations.  If Gabriel worked at IBM he could name his own salary just based on his superior intellect and superb power.

Gabriel is mentioned four times in the Bible and he has been trusted by God with some of the most important messages ever given to a human being.

In Daniel 8:15-27, he informed Daniel in great detail of last day events.

In Daniel 9:20-27, he interpreted for Daniel the vision of the 7-year Tribulation Period.

In Luke 1:13-19, he announced to Zacharias that he was to have a son, John, who would be the forerunner to the Messiah.

In Luke 1:26-38, the most trusted message Gabriel ever delivered was to the virgin, Mary.  He told her she would give birth to the Son of God in the Earth to save the world from sin.

“For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first:” (1Thessalonians 4:16)

Could it be Gabriel’s voice that will shout at the time of the Rapture?

Like Paul Revere of Colonial America warning that the British were coming, the voice of the Archangel will warn that Jesus is finally coming.

Truly it will be "the shout heard 'round the world."

THE ARCHANGEL MICHAEL

“Then said he unto me, Fear not, Daniel: for from the first day that thou didst set thine heart to understand, and to chasten thyself before thy God, thy words were heard, and I am come for thy words. But the prince of the kingdom of Persia withstood me one and twenty days: but, lo, Michael, one of the chief princes, came to help me; and I remained there with the kings of Persia. … Then said he, Knowest thou wherefore I come unto thee? and now will I return to fight with the prince of Persia: and when I am gone forth, lo, the prince of Grecia shall come. But I will shew thee that which is noted in the scripture of truth: and there is none that holdeth with me in these things, but Michael your prince.” (Daniel 10:12-13, 20-21)

Here the angel Gabriel is talking directly to Daniel.  Gabriel refers to Michael, in verse 13, as “one of the chief princes,” plural.  This indicates that there is more than one Chief Prince of Angels.  There are bound to be very many Chief Princes of Angels.  This is where we get the word “Archangel.”

"Archangel" actually means “he is one of many foremost governors.”

Archangels, Chief Princes and Foremost Angelic Governors are apparently assigned over certain regions of the Earth, even as demonic principalities and powers have claimed certain regions of the Earth.  Archangels, Chief Princes and Foremost Angelic Governors are in position to see to it that demonic principalities and powers are crushed when Believers pray.

Notice in verse 21 that Gabriel referred to Michael as “your prince.”  Apparently he was assigned to Daniel because Daniel was assigned to that area of Persia as a Prophet and as a Prime Minister.  Michael was obviously there as Daniel’s back up.

I believe there are Archangels, Chief Princes and Foremost Governing Angels assigned to every major region of the Earth to back up the Ministry Offices, Believers and the moral political leaders who are assigned there.  When we bind demonic principalities and powers over our regions of the Earth, God uses the Archangels to back us up.  Archangels are Warrior Angels.

Michael is mentioned again in Revelation 12:7 where the Apostle John saw him in the final war between God and Satan, halfway through the Tribulation Period.  Michael is a Warrior of Cosmic Battle and the Chief of all Warrior Angels.

There are only four angels identified by name in Scripture. Michael is mentioned in Daniel chapter 10 and other places.  Gabriel is mentioned four times as we saw above.  Lucifer / Satan. (Isaiah 14; Ezekiel 28; Job 1) Apollyon, meaning "the destroyer angel." (Revelation 9:11)  It appears he is locked in the pit right now, but he will be released later to back up the anti-Christ. These are the only four angels identified by name in Scripture.

It is interesting to note that when the Angel of the Lord appeared to Samson's father, Manoah, he asked the Angel of the Lord, "What is thy name, that when thy sayings come to pass we may do thee honor?" The Angel of the Lord answered Manoah, "Why askest thou thus after my name, seeing it is secret?" (Judges 13:17-18)

It is possible that the names of angels are not revealed to men in order to help prevent mankind from worshiping them for their great power and wisdom.

BEASTS OR LIVING CREATURES

“And out of the throne proceeded lightnings and thunderings and voices: and there were seven lamps of fire burning before the throne, which are the seven Spirits of God. And before the throne there was a sea of glass like unto crystal: and in the midst of the throne, and round about the throne, were four beasts full of eyes before and behind.  And the first beast was like a lion, and the second beast like a calf, and the third beast had a face as a man, and the fourth beast was like a flying eagle. And the four beasts had each of them six wings about him; and they were full of eyes within: and they rest not day and night, saying, Holy, holy, holy, Lord God Almighty, which was, and is, and is to come.”  (Revelation 4:5-8)

We have now jumped from the Book of Daniel in the Old Testament to the Book of Revelation, the last Book of the New Testament.  Between these two books there are many, many references to angels visiting the Earth, but never are they referred to by type or classification.  Because we are studying types and classifications of angels, we have moved directly into the Book of Revelation where types and classifications are mentioned.

The word “beast” here means “living creatures.” They are mentioned thirteen times in the Bible.  The natural mind, upon hearing the word "beast" thinks of something eerie and spooky, but really they are not.  These Living Creatures are such wonderful, beautiful creations of God that the Apostle John did not have the capability with his limited Earthly vocabulary to properly describe them.  They may sound strange to us now but when we get to Heaven where they are, they will not seem strange to us at all. We will be awed by them.

The Apostle Paul having returned from his visit to Heaven said he saw things that were "not lawful for a man to utter." (2 Corinthians 12:4) Paul did not mean it was against the law of God for him to tell us what he saw.  He meant he saw things in Heaven that defied the laws of human language and human understanding.

This is also what the Apostle John struggled with when describing the Living Creatures.  They are beyond describing with human language and beyond human understanding.  But they are members of God's family, our family, beautiful beyond anything the human mind can conceive and are friends, not foes.

The Beasts never cease praising or prophesying about the Glory of God with one exception.  There will be thirty minutes of absolute silence in Heaven at some point in the future as revealed in Revelation 8:1.  We do not yet know why.  However, at that point, everything and everyone will be silenced as the Seventh Seal is opened.  Once that is accomplished, the Seraphim, the Living Creatures and all other angels assigned to God's immediate staff in Heaven will begin praising and prophesying again, and this time they will never stop.

We cannot understand everything about the Living Creatures or Beasts or any of the other classifications of angels, but we can know what Almighty God wants us to know.

“The secret things belong unto the Lord our God: but those things which are revealed belong unto us and to our children for ever, that we may do all the words of this law.” (Deuteronomy 29:29)

The Prophet Ezekiel saw these Living Creatures as well.  There are six references to them in his prophetic writings.  Ezekiel reports that the Living Creatures move so fast, they actually create an electrical force-field resulting in lightning flashes as they come and go. (Ezekiel 1:14)

ORDINARY ANGELS

“And I beheld, and I heard the voice of many angels round about the throne and the beasts and the elders: and the number of them was ten thousand times ten thousand, and thousands of thousands;” (Revelation 5:11 )

Do the math on this one and you come up with no less than 104 million "ordinary" angels around the Throne of God and His Communication Centre at all times. That is equal to the entire population of Mexico.  These angels are messengers as well as praisers.  Their name actually means “messenger.”

Apparently Messenger Angels receive information from the multiple millions of angels that are revealed in Zechariah chapters one and six as constantly riding on horseback between Heaven and Earth.

The Messenger Angels then take that information and impart it to Almighty God.  Apparently there are untold millions of them doing this at all times.

Almighty God, in turn, responds with His wisdom back to the multiple millions of Messenger Angels, who in turn impart the will of God to the horseback riding angels to be taken into the Earth.

This is just one of the many ways God governs from Heaven.  We cannot understand it entirely, but we can know that because government on Earth is organized, government in Heaven is even more organized.  That is because everything on Earth is a replica of that which is in Heaven. (Hebrews 9:23; Romans 1:20-21)

To me the most outstanding thing about the organization and government of Heaven is how in past years all the governments of the world have gone from paper data to computer data.  The technology for those computers came from Heaven via the mind of God, but apparently God does not limit Himself to the use computers in the governing of His universal affairs.  He uses millions, if not billions, of angels and spirit horses. How ingenious, seeing there is not yet any computer-based communication between Heaven and Earth.

LOCAL CHURCH ANGELS

All local Churches have their own angels assigned to them by Almighty God.

“Unto the angel of the church of Ephesus write; These things saith he that holdeth the seven stars in his right hand, who walketh in the midst of the seven golden candlesticks;” (Revelation 2:1)

“And unto the angel of the church in Smyrna write; These things saith the first and the last, which was dead, and is alive;” (Revelation 2:8)

“And to the angel of the church in Pergamos write; These things saith he which hath the sharp sword with two edges;” (Revelation 2:12 )

“And unto the angel of the church in Thyatira write; These things saith the Son of God, who hath his eyes like unto a flame of fire, and his feet are like fine brass;” (Revelation 2:18)

“And unto the angel of the church in Sardis write; These things saith he that hath the seven Spirits of God, and the seven stars; I know thy works, that thou hast a name that thou livest, and art dead.” (Revelation 3:1)

“And to the angel of the church in Philadelphia write; These things saith he that is holy, he that is true, he that hath the key of David, he that openeth, and no man shutteth; and shutteth, and no man openeth;” (Revelation 3:7)

“And unto the angel of the church of the Laodiceans write; These things saith the Amen, the faithful and true witness, the beginning of the creation of God;” (Revelation 3:14 )

It is sad how many Pastors and congregations have no idea that there are angels assigned to their local churches to protect them, to serve them and to assist in their being provided for.  Many Pastors and congregations do not know to speak to their angels, commissioning them and giving them permission to do whatever the local Church needs to be done or undone.

Churches have angels assigned to them, just like we have seen in past lessons that individuals have angels assigned to them.  Jesus revealed this to the Apostle John in his Patmos vision.

Pastor, do not be timid. Open your mouth and tell your local Church angels, "Go and see that the will of God is performed concerning this Church.  Help us to grow.  Cause our needs to be met and do whatever needs to be done that the perfect will of God may be accomplished in this community through this Church. In Jesus' Strong Name I respectfully command you."

The angels of God will hearken to your voice when you speak to them according to the promises of God. You will be amazed what will occur when you get into faith concerning your angels and show God you believe. (Hebrews 11:6)

“Bless the Lord, ye his angels, that excel in strength, that do his commandments, hearkening unto the voice of his word.” (Psalm 103:20)

In this study of Angelic Government and Organization we have seen that there are indeed angelic and even demonic classifications.   There are Cherubim, Seraphim, Lucifer the fallen angel, Holy Ones and Watchers, Gabriel, Michael the Archangel, Living Creatures (Beasts), Ordinary (yet extraordinary) Messenger Angels and Local Church Angels.

There are nearly 300 references to angels in the Bible with no less than 104 of those being angels visiting human beings for human benefit.  All Believers have angelic encounters daily of which they are unaware.

God is organized. Jesus is organized. The angels of God are organized. This is why I am determined to be organized as a Pastor and Minister of the Gospel. I desire to be a part of the Holy Church, not the dirty Church.  God is not a sloppy or disorganized God.  The Angels are not sloppy and disorganized.  Christians are not to be sloppy and disorganized. God runs a tight ship and that is why Ministers should run tight ships.

Leadership should never be looking for ways to lighten up.  Rather, they should always be looking for ways to tighten up.  There is power in organization.  There is power in discipline.

God is a God of Integrity and He is not the author of confusion.

He is a God of organization and good, clean, Biblical government.
